People power wins over Harewood liquor store bid But decision can be appealed By Julia Evans “WHEN A neighbourhood rallies, we can do anything.” That was reaction of Harewood resident Colin Fussell after a long-running bid to set up a liquor store in Trafford St failed. Nearby residents had opposed the Harewood Bottle Store fighting it tooth and nail for more than eight months. Businessman Samarth Rajeshkumar Limbachiya’s application for a liquor licence to operate the Harewood Bottle Store was declined by the city council’s district licensing committee last week. Said Mr Fussell when contacted by Nor’West News: “I’m swinging from the rafters.” But the battle may not be over as the decision could be subject to an appeal by Mr Limbachiya’s if he applies within 10 working days. The end of that appeal period is August 9. Nor’West News has not been able to make contact with Mr Limbachiya to see if he will appeal. And Mr Fussell said although that comes with the territory, the residents would be ready for another fight so it would be a waste of the applicant’s money. WHEN COMMUNITY awards are handed out this year, top of the list in the Harewood area and beyond should be Colin Fussell and Bruce Tulloch. The pair have fought tooth and nail to keep a new liquor store out of their neighbourhood. And they’ve won. That’s no mean feat given most new booze outlets in suburbia get through the liquor licensing process. But Colin and Bruce’s doggedness over the past several months has paid off. They haven’t taken a backward step in the fight against the Trafford St bid and the huge petition they put together was the backbone of a very good community campaign. So well done Bruce and Colin – I hope your community recognises the sterling and tiresome effort you have put in. – Barry Clarke

Crusade to make pupils safer
By Julia Evans THE CRUSADERS have touched down in South Africa and are in training mode for the weekend’s Super Rugby final against the Lions. But when they get home, players are set to take on a new challenge – helping St Albans School pupils cross the road. Mother Rachel Donaldson is at the helm of a crusade to stop red light runners at the intersection of Cranford and Berwick Sts. Rachel The signs she Donaldson put up at the intersection, which read “slow down,” “St Albans children matter” and “don’t be that driver who kills a child” have all been stolen. But Mrs Donaldson has far from given up on her mission. She said now she’s on the case of the Crusaders, who have agreed to run a patrol at the intersection after school. “I’ve been in touch and they’ve agreed, hopefully, it’ll happen sometime this term,” Mrs Donaldson said. Although with their trip to

South Africa and final to prepare for, she said it’s been a tough ask locking in an exact date. But something needs to happen because red light runners have plagued the intersection for too long, she said. That being the case, momentum behind changing the attitude of drivers through that intersection cannot slow down. “The hope is that people seeing the Crusaders guiding children across the road will help spread
the message,” Mrs Donaldson said. Her campaign was sparked when she saw a St Albans Primary School pupil clipped by the wing mirror of a car driving through a red light at the intersection. “The car brushed right past him,” Mrs Donaldson said. And the intersection has since been the target for a police sting that saw 17 tickets issued to dangerous drivers within an hour.

The Papanui-Innes Community Board is also behind Mrs Donaldson and St Albans School parents. It has asked city council staff to do a safety audit of the streets around the school, including the Cranford St intersection. It is also setting up a meeting involving city council staff, board members, police, school staff and parents to come up with permanent solutions to the problem.

In Brief NEW LONE STAR The city’s fourth Lone Star restaurant will become the latest tenant at Harewood’s Spitfire Square. The new restaurant is on track to open at the airport development in September. The flooring has been completed and the kitchen area has just been finished. The restaurant is currently seeking to obtain its liquor licence through the city council. TRAFFIC DELAYS Delays of up to 20min are possible at the Russley Rd and Memorial Ave intersection from August 4-6. Motorists travelling to and from the airport are advised to plan ahead and allow plenty of extra travel time. Alternatively, motorists should consider taking other routes such as Harewood Rd or the southern airport access road. CLUB LEASE RENEWED Burnside Rugby Football Club has some certainty over its future at Burnside Park. The Fendalton-Waimairi-Harewood Community Board approved the club’s renewed lease of the rooms at the park for the next 33 years. The lease is broken into three terms of 11 years so the club will have to seek renewal at the end of each term.

Application lodged to use community centre site By Julia Evans THE SITE of the Shirley Community Centre is set to become the new home of Downer Group. The space has been used as headquarters for various different construction companies since the centre was demolished in 2012. And with its rebuild not expected to begin until 2019, the city council is processing the latest application for its use. Downer is set to occupy the 10 Shirley Rd site as part of the Dudley Creek Flood Remediation work. Downer’s application said that the established facilities at the site are close to where it needs to work and would be ideal. However, there will be implications for neighbours including
construction traffic and heavy vehicles, noise, dust and run-off. But Downer said it will limit unnecessary vehicle movement and use the existing environmental management plan. And it has a dedicated communications team to deal with all concerns and issues. Working hours at the site will be from 7am to 6pm Monday to Friday and 7.30am to 12.30pm on Saturdays. The Dudley Creek work is expected to finish in May 2018. It comes after residents in Guild St had issues with dust, noise and run-off from neighbouring Worthington Contracting. However, the company left the area to appease residents and moved to a new site in North Canterbury.

Motorway plan fight continues Community board opposes extra lane across Waimakariri River By Julia Evans THE FIGHT against a third Northern Motorway lane continues for the Papanui-Innes Community Board. The board fears traffic build-up in St Albans, and the surrounding areas, particularly Cranford St, if a third southbound lane on the Northern Ali Jones Motorway gets the green light. In a submission to Environment Canterbury opposing the additional lane, the board said there had not been enough investigation done into mitigating the traffic effects. “The board still believes the downstream effects need looking into before anyone can celebrate the easing of congestion, or the assumption that congestion will ease,” chairwoman Ali Jones said.
PROPOSAL: The Papanui-Innes Community Board fears downstream congestion if the third lane is approved.
The proposal is an additional high occupancy vehicle lane that will run into the city across the Waimakariri River bridge in a bid to ease building commuter congestion. If done in conjunction with work on the Northern Corridor, it will set taxpayers back around $20 million. But if not, it could cost up to $34 million. And without proper investigation into the downstream effects, the board will remain staunchly
opposed. “The board opposes the construction of a third lane on the bridge until such a time as the downstream effects of the proposed lane have been fully investigated, consulted on with the community and mitigation measure put in place,” the submission said. But that is not all the board is concerned about. It is also concerned the third lane will be underutilised and too difficult to enforce that only high occupancy vehicles

use it. Although it did acknowledge the effort undertaken to address the congestion on the motorway. The board thinks the money would be better spent on running a light rail trial from North Canterbury. “It’s a lost opportunity,” Ms Jones said. Board member and city councillor Mike Davidson abstained from the submission due to a conflict of interest, as he sits on the hearings panel. But the rest of the board, which included Ms Jones, deputy chairwoman Emma Norrish and members John Stringer, Jo Byrne and city councillor Pauline Cotter all supported the submission. ECan opened the proposal for public feedback until July 13. It received about 180 submissions, which are finalised and summary report of the submissions is being written. And the city council received 86 further public objections before the hearing on July 13 and 14. Mr Tulloch said there are more than enough options for buying liquor in the area so there was no logic behind granting yet another licence. He thanked everyone who had contributed to the campaign. Mr Fussell said while this battle was won, the war is not over. “The battle has been won but we need to address the greater issue in other neighbourhoods who are facing the same problem,” Mr Fussell said. In its report, the licensing committee said granting the application would be detrimental to the neighbourhood. “We have formed the opinion that amenity and good order would be reduced by more than a minor amount. The foreseen reduction may not be great but it is likely to impact on the people who live in the vicinity,” the report said.

A reader responds to the article in Nor’West News about the mobile library not stopping in Merivale Annette Chandler – I read your article about the mobile library and agree there is no need for it in this affluent area. I have come back to live here after three years away and can’t believe how Merivale has deteriorated. I’m retired but after living overseas and in Auckland find it hard to understand why this has happened. Merivale Mall is dead, the shops too expensive and very few young people around. It’s sad as there is no culture or atmosphere anywhere. The mall should introduce young trendy shops with cheaper modern clothes and change their attitude. The new cafe in the mall is awful and again too expensive. As for the supermarket, what can I say! Well, I’ve had my say and really think that this suburb is doomed

to never attract trendy young people to live here unless they’re born here. I can think of better, warmer cities to retire in. Readers also respond to the article about the prospect of revamping Bishopdale L Barnes – I agree the toilets are disgusting! Just the smell as you walk past puts me off the area. Fill the empty shops to create a better shopping area. Shirley Bastin – My husband Dave and I have lived and shopped in the Bishopdale area now for about 35 years, so we like the idea of having the chance to have a little say in the rejuvenation of the mall. One thing that we feel would really benefit locals would be if the Orbiter bus route changed slightly so that it came up to Farrington Ave or similar. Years ago the area was very well served with buses but now there are few buses available.
By Julia Evans IT HAS been a good year for the Julie Hawke School of Dance. Teacher Julie Hawke was awarded a New Zealand Order of Merit Award for her services to highland dance in June. And now her St Andrew’s College-based dance school has just blown the competition out of the water at the New Zealand Highland and National Dancing Championships. Ms Hawke said she was so proud of all her students who participated but the list of those who took home prizes speaks for itself. Georgia Tomasi was named the six and under champion, Tamati Graham was the eight and under champion and Siara
Clarke won the under 12 champion title. In the 18 and over category Lewis Gibson won four championship titles in sword dance, Irish jig double time, Irish hornpipe and sailor’s hornpipe, which saw him take home the overall champion title. Sarah Gluyas won three championship titles in Highland reel, Highland fling and reel O’Tulloch, which led her to win the 18 and over runner-up New Zealand champion title. Runner-up under 10 champion went to Chloe Graham. The competition was held at the Burnside High School Aurora Centre in July with more than 200 competitors from all around the country.

The Palms gives back to schools WITH HELP from the nearby mall, Banks Avenue Primary School will soon be able to improve its new radio station. The Palms Shopping Centre’s “Shop for your School” competition drew entries from 11 primary schools, with each planning to use the prize money for a different goal. Throughout June, families who signed up were able to exchange their shopping receipts from The Palms for points for their school. In first place was Banks Avenue School, which received $3000 for its efforts, Mairehau Primary School came in second, winning $2000, and third was Queenspark School with $1000. Marshland School and Shirley Primary School each received $500. “It’s been a great competition for getting the whole school involved in a common cause, and the prize money is an added bonus,” said Toni Burnside, principal of Banks Avenue School. “We have encouraged the children to bring their receipts to school to get a heart token, and when they earn 50 tokens, they get a values wrist band for togetherness.” As for the prize money, Mrs Burnside said the fun has already been had. “As a school, we are always short of money so spending it would not be difficult. We have

just set up a school radio station and would love to use the money for two chairs for our radio hosts,” she said. But how the rest of the money is spent is up to the children and their families, who did all the hard work. Runner-up Mairehau Primary School also enjoyed the school spirit of the competition. Bridey Hentschel, chairwoman of the Mairehau home and school committee, said the school encouraged students to bring in their receipts and the school donated them collectively. “We are so grateful for the prize money and hope to use it for more sports equipment and for school trips,” Ms Hentschel said.
Queenspark Primary School hopes to use the money for learning resources. Janet Vincent, The Palms Shopping Centre marketing manager, said the mall really wanted to reward these schools
for supporting their local shopping centre and community. “Our relationship with Banks Ave is a very special one and they are close to our hearts,” she said. •More schools, page 10

Jean-Luc Pitcaithly will join Christchurch Girls’ High School student Jasmine Ward who will play timpani for the band. JeanLuc will be on the cornet. The pair had to audition for a place in the prestigious band, which consists of 42 of New Zealand’s most talented high school brass and percussion musicians. They will head to Napier Boys’ High School in October for a week-long course run by musical director Mark Davey.

By Julia Evans PUPILS FROM Selwyn House are excelling in science and technology. Ten girls have been selected to attend the Canterbury Westland Schools Science and Technology Fair in September. Natalya Flood, Kate Brown, Alice Hunter, Cara Birch, Cassidy Causer, Lucy Maynar, Chloe Graham, Estella Velenski, Emma Mason and Miya Hartstonge had their projects selected by judge, Marie Squire, from Canterbury University’s chemistry department. The project is part of the school’s CREST programme. Year 7 teachers are further engaging pupils by including elements of “gamification” into learning. The CREST programme was designed around students earn-
ing experience points to go up a level in their stages of learning. “We take science and technology very seriously at Selwyn House,” teacher Simon Christie said. Mr Christie stresses the importance of the subjects in his class because he said the girls are living in a time of unbelievable technological upheaval. “We want our students to not just be a part of that, but to lead it, and lead it ethically,” he said.

Tim WraighT and Ché VinCenT - Changing STorieS Both Tim Wraight and Ché Vincent live in the Motueka region in the top of the South Island, an area of diverse landscapes and environments from which to draw inspiration for their work. Tim’s carved wooden work for ‘Changing Stories’ exhibition explores the traditions associated with the reverence given to relics and remains, using the cultural practices of making intricate containers that different cultures fashion to hold these precious objects, Maori wakahuia (treasure boxes) and wakatupapaku (bone boxes) and European reliquaries which held the bones of saints, are the starting point for these pieces. Found remains of creatures and objects from the natural environment in his home area. Tim has constructed stories around fictional and whimsical; taking an object and giving it a new narrative and honouring its previous existence. Ché’s work for this exhibition is formed by his passion for botany and natural processes; exploring the patterns created by plant forms by the way water changes and repeats a flow pattern by decay and renewal. He uses recycled ‘Edges’ by Ché Vincent from the copper panels through a process of serendipitous exhibition ‘Changing Stories’ at experimentation. Ché has developed a fluid and Little River Gallery from August 5th intuitive approach and has developed methods of melting, beating, bending, and fusing copper into organic forms. Papanui teens karate success By Andrew King PAPANUI HIGH students Britney Aldridge, Jade Taylor and Aidan Batt all had success at the national karate championships in Wellington. Aldridge, 18, won gold in the female 18 and over, under-55kg kumite, and the female under-21, under-65kg kumite categories, as well as bronze in the under-21 kata. He said it was all about the team getting a result. “Knowing my team and I trained hours upon hours perfecting our routine to end up second in New Zealand is a great success,” he said. FORMER Christchurch Boys’ High rower Jack Lopas has helped his crew power their way to gold in the under-23 world championships in Plovdiv, Bulgaria. He was a member of the men’s coxless quad which won an exciting and nail biting final. The crew of Lopas, Jack O’Leary, of Cen- Jack Lopas tral, Ollie Maclean, of Auckland, and Jordan Parry, of Waikato, fought back through the field to take victory over Russia by 0.22sec. At the 500m mark, the crew was sitting in fifth position, but then powered over the next 1000m to push into second place at the 1500m mark. The late burst of strength saw them push into first place with a time of 5min 41.85sec Russia were second with a time of 5min 42.07sec, and Italy took bronze with a time of 5min 44sec.

Roberts grabs gold at schools champs Burnside claims SPORTS first win
By Andrew King ST ANDREW’S College student Oisin Roberts fought his way to a gold medal at the New Zealand secondary schools judo tournament in Lincoln. Roberts, 17, won the under73kg category of the tournament held from July 15-16, which adds to his already impressive tally of medals. “The first thing that went through my head was probably relief that all my fights were over and I had managed to win them all,” Roberts said. In total, he has won two gold and three silver medals during his time competing in national tournaments, as well as a bronze medal in 2015 at the Oceania judo championships. The win allows him to look ahead to bigger and better events, such as the Olympics and Commonwealth Games, which he is keen to compete in. “It would be awesome if I could compete at the Olympics or Commonwealth Games, but I still need to consider whether this is where I want to take my
judo and how I would balance this with the rest of my life,” he said. Roberts father, who lives in Somerfield, got him into the sport at an early age and he loved the competitive side of it. “When you get to stand at the top of the podium, that is when you realise that all your hard work was worth it in the end,” he said. “Both my parents and my coach said that I had fought very well and thoroughly deserved the medal. Rowers to take on the world By Andrew King ST ANDREW’S rowers Ben Taylor and Thomas Russel have touched down in Trakai, Lithuania, and tomorrow will begin their quest with the junior men’s coxless quad for world championship glory. The pair departed on July 23 with the 21-strong New Zealand team who will compete in eight events at the Junior World Rowing Championships. Taylor and Russel had both been training at the New Zealand Rowing Gallagher High-Performance Centre at Lake Karapiro in preparation for the regatta. They were a part of the winning St Andrew’s Maadi Cup team which not only brought back the top prize for the first time in the college’s history, but the Springbok Shield as well. Both said they are incredibly proud to be able to represent their country in a sport they love.

By Andrew King BURNSIDE HIGH recorded its first win of the season in the UC Championship with a tight 33-31 victory over Mid-Canterbury Combined on Saturday. With two rounds to go, it would have been a nervous time for the boys’ from Memorial Ave thinking a winless season was in store for them. Down 18-0 at halftime, the thought of another defeat must have stirred something inside Burnside as they came out and scored 33 points in the second stand giving them a bonus point win moving them off the bottom of the table. In the other games, Christchurch Boys’ High beat Marlborough Boys’ 20-14 in Blenheim which was enough to retain second position on the table, two points behind Timaru Boys’ High. CBHS has a game in hand and could go top of the table in the final round with a win, as Timaru has the bye. St Andrew’s is nipping at the heels of the top four with a 17-12 win over St Thomas’ on Saturday, although it does not get much easier for the boys from Papanui Rd with thirdplaced Christ’s this Saturday and Nelson College the week after that. St Bede’s sat out round 14 with the bye and will look to make a strong finish to the season when they play Waimea Combined on Saturday before heading to Timaru to take on Aoraki Combined. Freeze avocado and mango pieces on a tray or in a dish lined with baking paper for eight hours or overnight, until frozen hard. Remove from freezer and thaw for 5-10min before adding to a food processor with vanilla, honey, coconut cream and lime juice. Blitz until smooth. Serve immediately or scoop into a container and return to freezer until wanted. Drizzle with the passionfruit syrup when serving.

Mix together garlic, anchovy, breadcrumbs, parmesan, lemon, parsley and cumin seeds. Moisten with olive oil, season with salt and freshly ground black pepper and spread evenly over chicken thighs. Cover, place in the fridge
CINNAMON BAKED APPLES Ingredients and leave to marinate for about one hour. Remove from fridge and bring to room temperature. Pour enough oil into a large frying pan to just cover the base and place over a medium heat. Rub marinade into chicken as much as you can then roll each chicken thigh in dry breadcrumbs. Place in hot oil and fry on each side until brown and cooked through. Serve with plenty of lime or lemon wedges.

Choosing the right heat pump for your home
Whether it be a new build, or a retrofit, most homes include at least one heat pump, if not a whole heating solution. The facts about home ventilation Balanced Pressure vs Positive Pressure Under the New Zealand Building Code, all buildings, including residential, need to be suitably ventilated, either with opening windows or forced ventilation. Clause G4.1 states: “The objective of this provision is to safeguard people from illness or loss of amenity due to lack of fresh air.” There are many benefits to forced, or mechanical, ventilation over opening windows, including warmth, security, reduction of outside noises and reduction of condensation. Traditional domestic ventilation systems are ‘positive pressure’. They bring air in from outside via the roof space and force the stale air out through gaps around windows and doors. The incoming air from these systems has to be heated or cooled to keep the house warm in winter or cool in summer. The Smooth-Air HEX390 is a ‘balanced pressure’ system. Ryman Healthcare is thrilled to once again be associated with the creation of a major production for the Royal New Zealand Ballet. Ryman Chief Executive Gordon MacLeod said residents and staff were planning a whole lot of Romeo and Juliet-themed events to celebrate the season. “We’re delighted to be able to support the RNZB’s production of Romeo and Juliet. We think our residents – and the rest of New Zealand – are in for a real treat. Our ballet company is a national treasure and it is a pleasure to be able to support the company as they take their performance nationwide.’’ Mr MacLeod said staff at Ryman’s 30 villages had a whole lot of events lined up to make sure everyone gets into the swing of things.
ACCOMPANIED BY THE CSO The RNZB is absolutely thrilled to have the musicians of the Christchurch Symphony Orchestra joining us once again for our Christchurch performances. Christchurch born Hamish McKeich will conduct as the CSO brings Prokofiev’s beautiful ballet score to life, filling the Isaac Theatre Royal with the unbeatable sound of live orchestral music.

Join our free presentation before Friday’s show in the Level 2 Foyer, where special guest conductor Hamish McKeich will provide an insight into preparing and performing Prokofiev’s classic ballet score. Free 30 minute event – no booking required, just come along early on the night.
As part of the partnership with RNZB members of the company visit Ryman’s villages to meet residents unable to get out to the performances.

A panel of RNZB dancers will take questions from the audience for 10–15 minutes after the show. No registration needed, just stay in the auditorium after the show.

A great opportunity to see behind the scenes and gain a greater understanding of what happens at the theatre in the countdown to curtain up.
